BEFORE leaving for the regions, the faction deputies "Fatherland – United Russia" met with Education Minister Vladimir Filippov and First Deputy Finance Minister Tatyana Golikova. The conversation was about the program of computerization of rural schools. As already reported "Versts", at the expense of additional funds received in the budget, 1.5 billion rubles are allocated for computers for rural children. Within the framework of the presidential program, schools have already received 2-3 computers, but, of course, they don’t do the weather – it’s like "exhibition samples" for dozens of teenagers. The centrist deputies decided: additional budget revenues should be directed to equipment in each rural school of the computer class. Libraries will also provide electronic media, and schools in 20 regions will be connected to the Internet. – In mid-November we plan to go to the Ryazan region, and we ourselves will control how the equipment of the computer classes is going, – said the head of the faction "Fatherland – United Russia" Viacheslav Volodin. – For a year, we studied the possibility of implementing such a program, and now, as they say, the decision was made thanks to the union of the government and the deputies. This, on the one hand, will mobilize the executive branch, and on the other hand, it will make it possible to determine priority directions for the future. Svetlana Smirnova, a deputy from Udmurtia, hopes that her republic will be among those 20 regions whose schools will have full access to the Internet. – Of course, this will be decided on a competitive basis, but we have a chance to win this competition, – Svetlana Smirnova is sure. – In Udmurtia, they are already engaged in the computerization of schools, there is a target program "Electron"… Additional funds from the treasury will be very helpful, since all our regions are practically rural. If the state thinks about its future, it should invest in education. It is remarkable that over the past 4 years, funding has increased 5 times. Although, of course, problems remain, and their solution also requires money: these are small schools, and transport for the delivery of children, and support for young teachers and their families. But it makes me happy – from criticizing the government and the Ministry of Education, in particular, we moved on to joint constructive work. Minister Vladimir Filippov is also pleased: the installation of 10 thousand will begin in the very near future "plates" to receive the Internet in schools in distant villages. And in 2-3 years, new information technologies will become available to all rural children. Date: 25.10.2003 Title: Violation of technology Author: EDITORIAL Edition: Izvestia "News" several times published materials related to the protests of subject teachers against the reduction of hours for biology, geography, literature. These reductions are incorporated in the draft of the new Basic Curriculum (it was sent by the Minister of Education of Russia to the subjects of the Federation for discussion). Today we publish a letter from a group of scientists – specialists in the field "technologies"… "Technology"that replaced the school subject "Work", was introduced into the Basic Curriculum of the Russian School in 1993. 68,000 schools switched to study "technologies"… Regional and All-Russian Olympiads for schoolchildren are held annually: these are competitions of creative projects in which schoolchildren from more than 60 regions of Russia participate. Since 1994, every year Russia has hosted international conferences on technology education for schoolchildren, in which specialists from Russia, Great Britain, France, Germany and other countries take part. Over 10 years of existence "technologies" twice – in 1997 and 2001 – technology and entrepreneurship teachers became "Teachers of the Year of Russia"… Educational area "technology" is a necessary component of the general education of all schoolchildren, giving them the opportunity to apply in practice knowledge of the basics of science. Within the "technologies" there is an acquaintance with the world of professions and orientation of schoolchildren to work in various areas of production. This ensures the continuity of the transition of students from general to vocational education and work. "Technology" is compulsorily studied in schools of Great Britain, France, Germany, Israel. Availability "technologies" in the curriculum is actively supported by industry and business of these countries, the subject is included in the list 4-5 compulsory for all students. It is this academic subject that ensures the use of a wide variety of intersubject connections for their practical implementation into progressive ideas, products and services that meet the needs of a person, society and the state. However, now there is a threat of destruction of technological education in the Russian school. And this will lead to a deterioration in the opportunities for vocational guidance of schoolchildren, who are already inclined not to production, engineering and technical specialties, but to commercial, economic and legal specialties … The Minister of Education of the Russian Federation sent a draft Basic Curriculum to the educational authorities of the constituent entities of the Federation, where "technologies" in elementary school, an hour was allocated in grades 3-4 (according to the plan of 1998, there were two hours in grades 1-4), in grades 5-7 – 2 hours, in 8th – one hour , in grades 9-11 hours for study "technologies" are not selected at all. Such a drastic reduction actually destroys this item. The drafters of the Basic Curriculum do not take into account that technological education forms the basis for understanding the inextricable link between science and technology – it is the basis for mastering high technologies, the foundation for the training of any qualified worker. The technical and technological knowledge acquired by high school students is the key to their successful mastery of modern military equipment while serving in the army. It is necessary to prevent the arbitrariness and destruction of domestic technological education and allocate for study "technologies" in grades 1-11 of a general education school the same number of hours as laid down in the Basic Curriculum 1998. (review prepared by GNII ITT "Informa")Date: 24.10.2003 Title: A good teacher – a hungry teacher Author: YULIA MIKHAILOVA Publication: INDEPENDENT NEWSPAPER Once again, the deputies of the State Duma of the Russian Federation demonstrated their strange attitude towards education. On the one hand (at the level of declarations), the deputy corps always stands up for national education, on the other hand (at the level of affairs), his decisiveness disappears somewhere at once. After voting on the amendments proposed by the committee for the second reading of the draft budget-2004, the Duma majority refused to raise teachers’ salaries and increase spending on informatization of schools.
