He does not go anywhere, neither to restaurants, nor to concerts in Kharkov.

2) How much the distance will worsen the learning outcomes of students.

3) How painful such a closure will be for the economy.

Take higher education institutions. Student dormitories with their common spaces, parties and new acquaintances are almost ideal conditions for the rapid spread of the virus. So the meaning of transferring a university to a distance is obvious. Meanwhile, students’ education will change minimally as a result. For most specialties, nothing prevents you from continuing to conduct lectures and seminars in Zoom, send essays and code by e-mail, communicate with teachers in messengers. Not to mention the many free online courses available in Ukrainian and English. And the ability to self-study and self-organization is a key competence that any student needs to develop. Of course, the transition to the distance will have economic consequences – students from other cities will not be able to work if they are evicted from dormitories. Therefore, it would be logical to make an exception for them, subject to strict compliance with the quarantine regime.

In high school, the situation is different. Children stay indoors for a long time, which creates a serious risk of infection, but after school they go home, so this risk is probably less than that of students in dormitories. On the other hand, they can bring the infection home from school. It is unrealistic to expect high self-organization from high school students, and therefore teachers will face significant difficulties in organizing quality education. But children of this age can stay at home alone, which reduces the need for parents to be distracted from work and, consequently, minimizes economic losses.

But for primary school and preschool, the situation is dramatically different. Some studies of the prevalence of Covid-19 indicate that children under the age of 10 infect other adults less often – but so far there is not enough data to draw conclusions. However, it is clear that children of this age are not yet ready for self-organization, for them it is important not only learning but also socialization and education. It is almost impossible to organize a quality educational process for them remotely. Not to mention that they should not be left at home – so this responsibility will fall on parents who will not be able to work properly.

Thus, the issue of distance learning should be addressed for each of these categories separately.

Should higher education institutions be transferred to distance learning? The best question is: why hasn’t this already been done, since the pros of this solution are obvious and the cons are minimal?

Is it worth doing for high school? Given the explosive increase in morbidity, this seems to be the right decision.

Is the situation so https://123helpme.me/buy-compare-and-contrast-essay/ uncontrollable as to take radical action and close primary and pre-school education? Only the government knows the answer, but even if the answer is yes, will it be effective without simultaneously tightening quarantine for adults?

The Prime Minister of Ukraine expressed confidence that the school year will begin as usual

Shmygal: The normal school year will begin on September 1

The school year in Ukraine will begin on September 1 and as usual.

The Prime Minister of Ukraine Denis Shmygal said this in an interview with Radio Svoboda.

“The school year will begin in Ukraine on September 1. Normal school year. This is important. Because people are worried. There is some speculation, manipulation, that everyone will study at home, that the socialization of children will not happen. There are a lot of requests: let the children go to the first grade for at least one day, so that the children can see what it is. No. Our school year starts on September 1, ”Shmygal said.

According to him, the government has already held all the necessary events and meetings.

“We have launched processes in the regions. YEAH heads control. In those regions where there are “red” restrictions, of course, the same quarantine will be introduced as in other epidemics. For example, when there is a flu epidemic or any other infection, schools are closed for 2 weeks, children study at home remotely, and then go to school again, ”the prime minister said.

Ukraine may decide to transfer educational institutions to remote operation

The Verkhovna Rada offers to move to distance learning

In Ukraine, it is necessary to transfer educational institutions to remote work and introduce quarantine “weekend”.

Mikhail Radutsky, the head of the parliamentary committee on the nation’s health, medical care and health insurance, said this on the air of the Right to Power program.

According to him, the decree # 641, which established quarantine, needs to be changed, due to the fact that the World Health Organization has already changed the criteria for quarantine.

In particular, he noted the need to transfer secondary and higher education institutions to distance learning, as has already been done by Kyiv National University. Shevchenko.

In addition, Radutsky said that in Ukraine it is possible to impose quarantine “weekend”.

“We cannot impose strict quarantine today. We understand that. But we can impose a weekend quarantine. This is when the family stays with the family on the weekend. He does not go anywhere, neither to restaurants, nor to concerts in Kharkov. It can be sustained, it is not the closure of enterprises, it is not a stop, ”Mikhail Radutsky said.

He also said that these issues will be considered at a meeting with Vladimir Zelensky.
